　１８日は敬老の日。今年２月に１００歳を迎えた群馬県藤岡市鬼石の天川ふくさんは、自宅横の中華食堂で週６日、 厨房（ちゅうぼう） に立つ。背筋はぴんと伸び、調理の合間にはテーブルをまわる。「お客さんと過ごす時間が何よりも好きよ」と毎日が楽しそうだ。（古賀章太郎）

　ひとつかみした麺を計量器に載せると、ぴったりと決まった分量。麺がゆであがるまでの間には、軽いスクワットを２０回ほどこなす。麺の湯を切り、チャーシューやメンマを盛りつける動きはよどみがない。腕の筋力は落ち、野菜のあんかけを作る時に中華鍋は片手で持ち上げられなくはなったが、「動作が体に染みこんでいて、タタタとできちゃうの」と笑った。

　天川さんは４２歳の時、夫・孝さんと中華食堂「銀華亭」を開いた。孝さんは２０年前に８２歳で亡くなり、店をたたもうと思ったこともあったが、家族の力を借り鶏ガラベースのラーメンを作り続けている。店の切り盛りは、長女・武者久美子さん（７３）と次男・俊二さん（６４）に任せながら、営業日の昼は欠かさず店に出ている。

グループのSNSに投稿された写真などでは、複数の人が消火器のようなものを持ってベルリン中心部にあるブランデンブルク門の柱に塗料を噴射している様子が確認できます。

柱などにはオレンジ色や黄色の塗料が広い範囲にわたって吹きつけられ、警察は14人をその場で拘束し、器物損壊の疑いで捜査を始めたということです。

拘束された1人は「2030年までに化石燃料から脱却する必要があることは明らかだ」などと訴え、政府に対し気候変動対策を急ぐよう求めました。

ブランデンブルク門は、200年以上前につくられたベルリンのシンボルのひとつで、東西に分断されていた時代には付近の立ち入りが禁止され、ベルリンの壁の崩壊後はドイツ統一の象徴となりました。

今回の事態についてベルリン市長は地元メディアに対し「歴史的な門だけでなく、重要な問題に関する自由な議論にもダメージを与えている」として非難しています。

　日本維新の会の池下卓衆院議員（48）＝大阪10区＝が、地元の大阪府高槻市議だった男性2人を市議の任期中に公設秘書として採用していたことが明らかになった。2人が兼職していた期間はそれぞれ約4カ月～約1年半で、いずれも税金が原資の秘書給与と議員報酬を二重で受け取っていた。うち1人は2022年中に総額約2000万円の報酬を得ていた。

　国費で給与がまかなわれる公設秘書の兼職は、04年の国会議員秘書給与法改正で原則禁止された。議員が許可すれば認められる例外規定があるが、池下氏側は同法で義務付けられた「兼職届」を衆院議長に提出していなかった。

　池下氏は取材に秘書の兼職を認め、「2人とも休日返上で秘書としても一生懸命働いており、報酬面の問題はない」と説明。池下氏の事務所は「届け出書類の提出を忘れていた。情けないミスで本当に反省している」と陳謝した。

　国会議員は公設秘書を計3人まで雇うことが可能で、政策秘書と第1秘書、第2秘書と呼ばれる。3人は国家公務員特別職に位置づけられ、国から支払われる給与額は年齢や在職期間で決まる。

維新本部「何ら否定されるものではない」

　池下氏は21年10月の衆院選で初当選。維新の母体となる地域政党・大阪維新の会の高槻市議だった甲斐（かい）隆志氏（59）を公設第1秘書として採用した。甲斐氏は23年4月の市議選に出馬せず、それまでの約1年半の間、秘書と市議を兼務した。

　22年は少なくとも約900万円の秘書給与を衆院から受け取り、市議報酬とともに年間約2000万円の報酬を得ていたという。甲斐氏は市議引退後も公設秘書を続けている。

　もう1人は大阪維新に所属する大阪府議の市来（いちき）隼氏（36）。高槻市議だった際に甲斐氏とともに公設第2秘書として採用された。市来氏は後任が決まるまでの約4カ月間兼職し、この間に100万円超の秘書給与を受け取っていたとみられる。

　2人は東京・永田町にある議員会館の事務所ではなく、主に地元事務所を拠点に秘書業務にあたっていたとされる。東京の事務所は政策秘書が仕切っている。

　公費の無駄遣いを批判する維新は、自らの襟を正すため「身を切る改革」を旗印に、国会議員や地方議員の報酬削減や国家公務員の総人件費2割カットなどを訴えている。

　維新の党本部は毎日新聞の取材に「兼職は仕事の実態やパフォーマンスで個別に判断されるべきで、何ら否定されるものではない」と文書で回答した。

　日本大の岩井奉信名誉教授（政治学）は兼職について「国家公務員として公設秘書の仕事に専念すべきだ。兼職なら市議の仕事も片手間になるのではないか。兼職できるという認識自体が信じられない」と批判した。【田中謙吉、二村祐士朗、藤河匠】

　鉄くずとして処理されるはずの自衛隊車両が海を渡り、タイにあった。現地で本紙記者が確認した車両は、陸上自衛隊の装備品として転売が禁じられた高機動車だった。所有者のタイ人男性は日本の業者から買い取って解体、輸出した経緯を語り、「陸自のルールは知らなかった」と戸惑いを見せた。（河津佑哉、丸山一樹）

　７月下旬、バンコクから車で５時間余りの農村部。民家の車庫にその車両はあった。一見してピックアップトラック風。だが、飾り気を排した外観から、素人目にも自衛隊か軍隊の車と分かる。

　車内のダッシュボードには「高機動車」「操作要領」「タイヤ交換について」などと日本語表記の古びたシールが貼られていた。

　「ボディーもエンジンも自衛隊の時のままだ」。日本から帰郷中だった所有者のタイ人男性が言った。

　村の有力者の家に生まれた５０歳代男性は、３５年ほど前に日本へ渡り、今は関東地方で自動車解体部品の販売を手掛けている。２０１８年頃、関東の業者が陸自駐屯地から落札した高機動車２両を計約９０万円で買った。雇ったタイ人にドアやタイヤ、エンジンなどを外させてコンテナに詰め、タイへ輸出した。

　実家そばの敷地に運び入れ、数人がかりで元通りに組み立てた。ねじを締めるだけで溶接もいらない簡単な作業だった。折れたサイドミラーは新しく用意した。１両は親族が乗れるように地元で車両登録してナンバープレートを付け、別の１両はタイで車のバイヤーを営む知人に約１００万円で売ったという。

　軍用車然とした外観のため、運転中に警察官に止められたこともあったが、車検証を示すと通してくれた。男性には自慢の車で「見た目がいい。だからタイに輸出して再生した」と語る。

　悪路を自在に走り、男性はタイに帰るとこの車でキャンプなどを楽しんだ。今年３月、村長だった父が亡くなると、ボディーに白と黒の布を巻き、ひつぎを寺に運んだ。

　岸田内閣は15日の閣議で、副大臣26人と政務官28人の人事を決めた。計54人は全て男性議員で女性議員はゼロとなった。朝日新聞の調べでは、2001年に副大臣・政務官が導入されてから「女性ゼロ」は初めて。岸田文雄首相は内閣改造で過去最多に並ぶ5人の女性閣僚を起用したが、対照的な対応となった。

　首相は同日夜、首相官邸で記者団に副大臣と政務官に女性議員が一人も起用されなかったことについて、「閣僚、副大臣、政務官、総理大臣補佐官については適材適所で、老壮青、男女のバランスとなった。チームとして人選を行った」と述べた。

　松野博一官房長官は同日の記者会見で「閣僚、副大臣、政務官、総理補佐官など全体で多様性に配慮している」と説明。「政府に入らずとも国会や党内政策の立案、議論、国会運営などで幅広く活躍できる」などと述べた。

　副大臣・政務官は政治主導を進めるなどの目的から2001年に導入。副大臣は大臣不在時に職務を代行し、政務官は特定の政策分野について大臣を補佐する役割を担う。大臣に代わって国会で答弁する機会もある。

　人事は政府が自民党の各派閥からの推薦をふまえて決定し、副大臣は衆院では当選4、5回、政務官は当選2、3回の議員が人材育成の観点から登用されるケースが目立つ。昨年8月の内閣改造では、女性議員計11人が起用されていた。

　今回の「女性ゼロ」について、首相官邸の幹部は「副大臣・政務官の未経験者を中心に選んだ」と述べ、結果的に男性議員のみになったと説明。政府高官は「そもそも自民党には女性議員の数が少ない」とした。自民の派閥幹部によると、派閥から政府に推薦したが起用されなかった女性議員もいたという。

　同誌は五ノ井さんを「東日本大震災で女性隊員に助けられ、自衛官を志した」と紹介した。性暴力を告発したことについて、「真実と説明責任を求める勇敢な行動が政府を動かした」などと解説した。

おととしの岸田内閣の発足当初から官房副長官を務め、各府省庁や国会との調整役を担うなどしてきました。

一方で木原氏をめぐっては、妻が、元夫の死亡に関して警察から任意の事情聴取を受けていたほか、木原氏が捜査に圧力をかけた疑いがあるなどと一部週刊誌で報じられ、野党などから説明を求める声が出ていました。

政府・与党内にも今後の政権運営への影響を懸念する見方もあり、今回の人事で処遇が注目されていました。

後任の官房副長官には同じ岸田派の村井英樹 衆議院議員を起用することにしています。

　岡山県津山市の病院の駐車場に止められた車の中で男児がぐったりした状態で見つかり、死亡した事件で、岡山県警は１０日、男児を約９時間半にわたって車内に置き去りにしたとして、同市の介護助手の祖母（５３）を過失致死容疑で逮捕した。「孫を保育園に送り忘れた」と容疑を認めているという。

　発表によると、祖母は９日午前８時１５分頃から午後５時４０分頃までの間、勤務する同市の病院の職員用駐車場で、孫の男児（２）を所有する乗用車内に誤って放置し、死亡させた疑い。

　仕事を終えて帰ろうとした祖母が、置き去りに気づき、同僚男性に１１０番を依頼。男児は、運転席の後部座席に設置されたチャイルドシート上に、シートベルトをしたままぐったりした状態で見つかり、間もなく死亡が確認された。車の鍵は施錠されており、駐車場には屋根はなかった。

　男児は、祖母の自宅近くに住む娘の長男で、娘から男児を保育園に送るよう依頼されたが、男児を車に乗せたまま、出勤したという。

　県警は、男児に目立った外傷はないことから、熱中症になった可能性があるとみて、近く司法解剖して死因などを調べる。

　気象庁によると、９日の同市の最高気温は３１・７度だった。

　台風１３号に伴う大雨で、福島、茨城、千葉県では床上・床下浸水が少なくとも１５００棟に上った。浸水で電源を失った役場庁舎は停電に見舞われた。福島、茨城ではそれぞれ１人の死亡が確認された。

　茨城県では、避難情報で最も危険度が高い「緊急安全確保」（警戒レベル５）が北茨城市と高萩市に出され、少なくとも１１市町村で約１４０棟が床上・床下浸水した。

　日立市では県道ののり面などの崩壊が相次ぎ、周辺事業所のトラックが巻き込まれた。市庁舎も付近の川が氾濫し、電源機器が水没して庁内は停電が続いた。

　北茨城市では９日朝、行方不明だった２０歳代男性が見つかり、死亡が確認された。男性の車が前夜、冠水した田んぼで見つかり、県警が付近を捜索していた。

　「緊急安全確保」が出た福島県いわき市では９日午前６時過ぎ、側溝で倒れていた６０歳代男性が見つかり、死亡が確認された。１０河川が越水し、少なくとも１１８０棟が床上・床下浸水した。自宅が床上浸水した会社員男性（５３）は「畳やソファが泥だらけ。片付けが大変だ」と肩を落とした。

　千葉県では中学生など４人が軽傷を負った。床上浸水は９５棟、床下浸水も１１８棟確認された。

　このほか、８日午後から９日朝にかけて、茨城県の日立市と常陸太田市、千葉県大多喜町でそれぞれ１人が亡くなっており、各県警が大雨との関連を調べている。

マスク氏、ウクライナの衛星通信の利用要請に応じず 「重大な戦争行為」への加担回避と - BBCニュース

米宇宙開発企業スペースXの創設者イーロン・マスク氏は7日、ウクライナの通信インフラに不可欠とされる同社の衛星インターネットサービス「スターリンク」について、クリミア半島で使用したいとするウクライナ側の要請を拒否していたことを明らかにした。「重大な戦争行為」に加担しないようにするためだったという。

マスク氏によると、ウクライナ政府から、ロシア占領下のクリミア半島南西部セヴァストポリでスターリンクを稼働させるよう緊急要請があったという。セヴァストポリにはロシア海軍の主要港がある。

スターリンクをめぐっては、近く発売されるマスク氏の伝記に、ウクライナのロシア海軍艦隊への奇襲攻撃を防ぐために接続を切るよう技術者に指示していたと書かれていると、米メディアが報じていた。

マスク氏は、ウクライナがクリミアでロシア海軍艦隊を待ち伏せし、クレムリン（ロシア大統領府）による核の報復が誘発されることを恐れていたとしている。

「悪行を働いている」

ウクライナのミハイロ・ポドリャク大統領顧問は、こうした対応がロシア軍の攻撃を可能にしたと指摘。マスク氏が「悪行を働いている」と非難した。

そして、ロシア海軍艦隊はその後、民間人に対する致命的な攻撃に加わったとした。

「イーロン・マスク氏はスターリンクを使って妨害し、ウクライナのドローン（無人機）がロシア軍艦隊の一部を破壊するのを許さなかったが、この艦隊が（巡航ミサイル）カリブルをウクライナの都市に打ち込むことは許可した」と、ポドリャク氏は述べた。

「なぜ一部の人は、戦争犯罪者や、彼らの殺人願望を必死に擁護したがるのか。自分たちが悪行を働き、悪を助長していることに気がついているのだろうか」

ウクライナはセヴァストポリで、爆発物を搭載した無人潜水艇を使ってロシアの艦船を狙ったが、スターリンクへの接続を失い、「無害な状態で陸に打ち上げられた」と、マスク氏の伝記には書かれている。

スペースXのスターリンクは、地球低軌道を周回する衛星と地上の端末で構成されている。戦闘によりインフラが混乱しているウクライナのインターネット接続と通信を維持するうえで、極めて重要な役割を担っている。

同社は昨年2月にロシアがウクライナへの全面侵攻を開始して間もなく、ウクライナに数千台のスターリンク用衛星アンテナを提供し始めた。

「何も解除していない」

そして、「（ウクライナ）政府当局から、セヴァストポリまでの地域でスターリンクを稼働させるよう緊急要請があった。停泊中のロシア艦隊の大半を沈めるという明らかな意図があった。私がその要求に同意していたら、スペースXは重大な戦争行為と紛争激化に明確に加担することになったはずだ」と、マスク氏は述べた。

ロシアは2014年にクリミア半島を一方的に併合。その8年後にウクライナへの全面侵攻を始めた。

「無人機攻撃での使用は認めない」

マスク氏は過去に、スターリンクが「ウクライナの前線までの地域における接続の支柱になっている」と述べている。一方で、「スターリンクが長距離無人機攻撃での使用は許可しない」としていた。

マスク氏は伝記の中で、アイザックソン氏にこの点について繰り返し尋ねている。「私はこの戦争にどう関わっているのか？　スターリンクは戦争に関与するためのものではない。ネットフリックスを見たり、くつろいだり、学業のためにインターネットに接続したり、平和的な良いことをするためのものであって、ドローン攻撃のためのものではない」。

また、ウクライナ侵攻について個人的見解も述べている。マスク氏は、ウクライナ人とロシア人は「領土の小さな範囲を獲得したり失ったりするために」死んでいっている、彼らの命に値する行為ではないとして、停戦を呼びかけた。

マスク氏は昨年10月、独自の和平案を提示。「（ロシアに）編入された州で、国連の監視下で住民投票を再び行う。立ち去ってほしいと言うのが人々の意志なら、ロシアはそうする」、「（2014年にロシアが併合した）クリミアを、世界が正式にロシアの一部として承認する」などとし、怒りを買った。

林外相 ウクライナ訪問 ロシア軍事侵攻後 日本の外相訪問は初 - nhk.or.jp

ポーランドを訪れていた林外務大臣は9日午前、ウクライナに入りました。

このあと、ロシアによる侵攻で多くの市民が犠牲となった首都キーウ近郊のブチャを視察する予定です。

そして、キーウでクレバ外相など政府要人と会談することにしています。

去年2月にロシアによる軍事侵攻が始まってから、日本の外務大臣がウクライナを訪問するのは初めてです。

会談で林大臣は、ロシアへの制裁とウクライナ支援を維持・強化するため、G7議長国として国際社会での議論をリードしていく姿勢を伝えたい考えです。

また、今回の訪問には楽天グループの三木谷浩史 社長など日本企業の関係者も同行していて、ウクライナの復興に向け、日本が官民で連携して支援していく方針を伝えることにしています。

ロシア・中国不在のＧ20首脳会議、インド首相が「失望」－米政府高官 - ブルームバーグ

インドのモディ首相はバイデン米大統領との非公開の会談で、中国とロシアの首脳がニューデリーで開かれた20カ国・地域（Ｇ20）を欠席したことに失望感を示した。

　　キャンベル国家安全保障会議（ＮＳＣ）インド太平洋調整官は会談後、「２首脳の不在にインド側は著しい失望を示すと同時に、われわれの存在に謝意を表明した」と記者団に述べた。

　兵庫県赤穂市と相生市にまたがる山陽自動車道下り線の尼子山トンネルで５日未明、大型トラックから出火する火災があり、後続車にも次々と延焼し、約４０時間にわたって燃え続けた。計２３台が焼損し、トンネル内部の設備にも大きな被害が出たため、周辺区間で上下線とも通行止めとなっている。西日本高速道路は「復旧の見通しは立っていない」としており、中国道や一般道への 迂回（うかい） を呼び掛けている。（長野祐気）

　兵庫県警高速隊や西はりま消防組合によると、尼子山トンネル（５９２メートル）を走行中の大型トラックから出火したのは５日午前１時頃。運転手は車を止めて避難し無事だったが、後続車両が相次ぎ追突事故を起こすなどして計４人が重軽傷を負った。

　乗り捨てられた車に燃え広がったことで炎は勢いを増し、トンネル内は４００度を超える高温に。内壁のコンクリートは剥がれ落ち、照明や表示板、ケーブルなどの設備に被害が出た。煙を吸うなどして、事故とは別に４人が気分不良などを訴えた。

　激しい燃焼による高温に加え、煙が充満するトンネル内部では思うように消火活動ができず、関係者は「外側からの放水にとどまらざるを得なかった」と振り返る。内部の温度が下がるのを待って消火を進め、出火から１日半以上が経過した６日午後５時半にようやく鎮火にいたった。

　長時間にわたる火災によって、トンネルが崩落する危険性も出てきているといい、西日本高速道路は７日朝から構造物の安全確認を行う予定にしていたが、一酸化炭素が充満していることから断念した。

　山陽道の播磨ジャンクション―赤穂インターチェンジでは通行止めが続いている。一日５００台が山陽道を利用するという物流大手「佐川急便」は、迂回によって輸送時間が１時間程度増えると見ており、「ドライバーの労務時間が長くなる。影響は大きい」とする。

Ｈ２Ａロケット４７号機が７日午前に種子島宇宙センターから打ち上げられ、打ち上げは成功しました。

打ち上げ後の会見でＪＡＸＡの山川宏理事長は「Ｈ３打ち上げ失敗の後だったので緊張があったが安堵している。信頼回復に向けて気を引き締めて取り組む」とコメントしました。

Ｈ２Ａ４７号機は、７日午前８時４２分１１秒に種子島宇宙センターから打ち上げられました。
４７号機には、探査機と衛星の２つが搭載されています。

１つは、日本で初めての月面着陸を目指す小型実証機「ＳＬＩＭ」です。成功すれば、その技術が宇宙飛行士の月着陸を目指すアメリカの「アルテミス計画」に利用される可能性があります。

もう１つは、ＪＡＸＡやＮＡＳＡなどが共同開発した衛星「ＸＲＩＳＭ」です。Ｘ線を使って宇宙を観測し、宇宙の構造をより詳しく解明することを目指します。

搭載していた「ＸＲＩＳＭ」を１４分後に、「ＳＬＩＭ」を４８分後にそれぞれの軌道に投入し、打ち上げは成功しました。Ｈ２Ａはこれで４７機中４６機で打ち上げに成功し、成功率は９７．９％となりました。

Ｈ２Ａ４７号機の打ち上げは当初今年５月の予定でしたが、今年３月のＨ３初号機の打ち上げ失敗の原因となったシステムと一部が同じだったため、対策を講じ８月に延期。その後、天候不良を理由に３度延期され、７日の打ち上げとなりました。

　宮崎県警は6日、知人の女性に性的暴行をしてけがをさせたとして、宮崎市議の「スーパークレイジー君」こと西本誠容疑者（37）を不同意性交等致傷の疑いで逮捕したと発表した。県警は認否や事件の詳細は明らかにしていない。

　発表によると、西本容疑者は3日午前4時ごろ、宮崎市内で、知人の30代女性を宿泊施設に腕を引っぱるなどして無理やり連れ込み、性的暴行をして全身打撲など約1週間のけがを負わせた疑いがある。女性が4日に被害届を出して発覚した。4日は宮崎市議会の9月定例会の開会日だった。

　西本容疑者は2020年の東京都知事選に立候補。金髪に特攻服、ベンツを改造した選挙カーで都心に現れ、ラップやダンスを披露する奇抜さが話題を呼んだ。21年、埼玉県戸田市議選に出馬し、初当選。ただ、直後に市民から「市内に居住実態がない」と指摘を受け、最高裁まで争った末、1年余りで当選無効になった。

　22年3月には埼玉県戸田市長選、同年12月には故郷の宮崎県知事選に挑み、いずれも大差で敗れた。今年4月の宮崎市議選では4195票を獲得し、候補者61人のうち2位で当選を果たした。

　中古車販売大手・ビッグモーターの店舗前で街路樹が枯れるなどした問題で、東京都が5日、都道沿いの都内9店舗について器物損壊容疑で警視庁に被害届を提出し、受理されたと発表した。土壌調査で除草剤の成分が検出されていた。

　都によると、8月上旬に都道沿いの14店舗付近の土壌を調査し、9カ所から「グリホサート」など3種類の除草剤成分を検出した。高木11本が枯れたり、20本が根元から折れたりし、故意に伐採されたとみられる痕跡もあったという。都は同社側に、損害賠償や原状回復などを求めている。

　同社をめぐっては全国各地で同様の問題が発覚し、被害届が出されている。

　首相官邸で記者団の取材に答えた。首相は「水産業を守り抜く。しっかりと責任を果たしていきたい」と強調した。国民に対しては、「食卓における工夫やふるさと納税の活用など、できる範囲で支援してほしい」と呼びかけた。

　政府はこれまでに、風評被害に備える３００億円の基金と、漁業継続を支援する５００億円の基金を設けており、今回の追加支援を合わせると、総額は１００７億円になる。

これに対し、エルドアン大統領は「結果を待っている人たちがいる。アフリカの国々にとって重要な一歩を進められるだろう」と述べました。

これに先立ち、国連のグテーレス事務総長は先月31日の記者会見で、ロシア側に輸出再開に向けた新たな提案を伝えたことを明らかにし、トルコ側も期待感を示しています。

ただ新たな提案の詳細は明らかにされておらず、ロシアのラブロフ外相はロシア産の農産物なども滞りなく輸出されることが前提になると重ねて強調しています。

また首脳会談に先立ち、ロシア軍は4日、ウクライナ産の農産物の積み出し拠点があるウクライナ南部オデーサ州で2夜つづけて無人機による攻撃を行いました。

ロシア側が依然として強硬な姿勢を取り続ける中、仲介役のエルドアン大統領によるプーチン大統領への直接の働きかけで、ウクライナ産の農産物の輸出再開に道が開かれるかが焦点です。
